The Benazir Income Support Program is one of Pakistan’s greatest government initiatives to improve the lives of its poor inhabitants is the Benazir Income Support Program. Millions of rupees have been disbursed to the poor.

BISP Scorecard to Eliminate Poverty

BISP distributes 7 million rupees per year to local households registered in the Benazir Kafalat Program. When the program first began, legislators were asked to locate and recommend underprivileged households.

Using a simple calculation based on assets, the Pakistani government collaborated with aid donor agency consultants to develop and implement a Poverty Scorecard (Proxy Means Test).

In this study, survey data from thousands of households is analyzed to compare how BISP was distributed following the Poverty Scorecard reform.

Wealthier households are restricted from receiving BISP cash transfers

By reducing BISP transfers to wealthier households, such as those with finished (pakka)houses or who are highly educated, targeting could be improved.

Eliminating the favoritism of political families

Moreover, the Benazir program has the potential to improve targeting by reducing favoritism in politically connected families, since the politically winning areas received two to four times more aid than the rivals.

Therefore, the arrival of new reform excludes this ideology in favor of the most powerful group – the politician’s caste/clan in his native village. These households will no longer qualify for BISP as a result of the change. Both powerful senior politicians and junior politicians received less favoritism within each party.

BISP is pro-poor and resistant to political bias because it invests in the Poverty Scorecard and National Socio-Economic Registry and commits to an objective targeting mechanism, according to the well-known researcher and the study on the poor lifestyle.

By leveraging the success of BISP, the government should expand its use of the NSER for identifying beneficiaries across programs through the Ehsaas initiative, as well as make this system available to provincial governments and other development partners so that its benefits can be maximized.

As a part of the BISP Payment, Rs 10500 Cash is distributed to beneficiaries in different regions of Pakistan so that they can meet their basic needs.
